How early in the build-out should I reach out?

Signage permits typically file 4-8 weeks before grand opening. The sweet spot is week 6: late enough that the tenant's mind is on opening logistics, early enough that they haven't committed to a janitorial vendor yet. Most subscribers send a quote letter the week the signage permit posts and follow up via phone at week 3.

What about a building owner vs. the tenant — who has the cleaning budget?

Depends on the lease structure. In triple-net leases (most retail/office), the tenant pays for their own interior cleaning. In gross leases, the landlord. PermitGrab's permit records show the tenant + permit-puller — that's usually the GC or sign company. Cross-reference the address against property owner data (included in Pro) to identify both parties and pitch each.
